The Federal Bureau of Investigation, a United States of America security agency, was established under the precincts of the Department of Justice in 1908.  At the time, it was known as Bureau of investigation. In the Kabuga’s case, the public have been bombarded with his information to help security agencies in tracking his whereabouts (Arrigo and Purcell, 2006, p.146)
