History, purpose, and objective of the program

The Federal Bureau of Investigation, a United States of America security agency, was established under the precincts of the Department of Justice in 1908. At the time, it was known as Bureau of the investigation. (Theohari, 1999, p.2) However, due to the increased white collar crime and the need to curtail such behaviors, the security agency launched the Violent Crime Apprehension Program (ViCAP) under the auspices of the National Center for the Analysis of increased Violent Crime (NCAVC).

The program acts as an information powerhouse for unsettled aggressive crimes such as rape, murder among others. (Langbart and Haines, 1993, p210) The underlying significance and objective of the program were to effectively establish perpetrators of violent crimes by posting their profiles for the public to help in investigations. How agencies participate in the program
